上半年,在市委、市政府的正确领导和高度重视下,在市纪委、市监察局、市财政局、市审计局等部门监督、监管和市直各有关部门的支持与配合下,市政府采购中心以服务政府工作为中心,坚持“规范、高效、公正、廉洁”的工作理念,狠抓管理制度化、程序规范化、办事透明化、服务效率化,确保了审批采购项目优质高效地完成。

元至六月份,市政府采购中心共实施集中采购143次,其中公开招标5次,竞争性谈判15次,询价采购123次,完成采购金额2118.8万元,节俭资金335.8万元,资金节俭率为12.9%。

半年来我们主要做了以下几项工作:

(一)采购规模进一步拓展

今年以来采购中心努力拓展政府采购规模,扩大集中采购的规模效应和节俭优势,采购项目进一步丰富,安全设备、水面打捞设备已纳入政府集中采购。

在服务民生方面,完成了市委政法委社会管理综合信息系统软件、梁子湖区和华容区中央医疗补助项目的采购。

在服务三农方面,完成了国土整治办公室占补平衡项目的公开招标采购,收到良好的经济效益和社会效益。

在公共安全方面,完成了林火视频监控系统和双港大桥超载动态监控系统工程的采购。

半年来采购中心主动服务,急事急办,精心安排,优质高效地完成了市委、市政府及各单位重大项目,6月份首次进行了公务车辆加油的定点采购,同时还完成了20__-20__年度辆维修、公务车辆保险、公务资料印刷项目的定点采购,在采购质量、价格、服务等方面为采购人供给更简单更快捷的服务,方便了市直各采购单位和供应商。

二是严格按照《政府采购法》和有关政府采购的法规规章等,进一步修订完善了政府采购操作规程,明确了各岗位人员的工作职责,确保了招标程序的规范有序。

三是对重大采购项目,主动与采购人联系和沟通,充分倾听采购人的意见和提议,并对一些技术需求比较复杂的采购项目及时邀请有关专家组织论证,确保了采购项目公平、公正。

四是坚持把好资格审查关,根据不一样项目的类型,制定较为合理的资质要求,先由中心专人进行资格预审,与供应商明确相关职责,后由评标委员会在开标前进行资格终审,仔细对照各项目的资质条件逐项审核,有效确保了招标采购的成功率。

(三)风险防控进一步筑牢

作为政府集中采购的执行机构,采购中心着力源头防腐,紧紧围绕规范二字,以公开促公平,以公平促公正,重点从管理制度化、程序规范化、文书标准化、工作“阳光化”、手段电子化等五个方面规范了政府采购行为,建立了政府采购执行环节公正、透明、规范、高效的“阳光采购”运行机制。

进入群众家里,同吃同住,体验群众生活,了解群众所想所盼,为村民讲解惠民政策。

在走访过程中,中心根据谢培村实际情景,指导村党支部理清发展思路,落实发展措施,完善村级经济发展规划。

开展了美化、绿化、净化活动,集中治理整顿环境卫生,并送垃圾桶20个。

帮忙谢培村开展了“一事一议”工作。

组织中心全休人员帮忙结对户开展春耕生产2天,为结对户送种植方面技术资料5份。

在中心资金异常紧张的情景下,仍然多方筹措,为谢培村筹集资金50000元。

经过开展以上活动,增进了与基层群众的感情。

总之,今年上半年以来,我市政府集中采购工作呈现出良好的发展态势,取得了必须的成绩,可是也依然存在诸多的困难与问题,比如中心机制不够健全,采购业务不断增加而人员过少,采购的规模效益有待于进一步拓展等等这些问题与不足,我们将在以后的工作中努力加以解决和改善,推动我市政府集中采购工作再上新台阶。
